2)            PLEASE NOTE THE FOLLOWING MAJOR CHANGES TO THIS YEAR’S COMPETITIONS:

a)            All league fixtures must be completed by February half-term at the very latest.
b)            In age groups involving two divisions, the top team in each will play in the semi-finals versus the runners-up in the other division and vice versa, with the winners to contest the County Final, week beginning March 14th 2016.
c)             If there is a three way tie at the top of a league final positions will be decided via the following criteria:
1.)   results between the three teams
2.)   points difference over the three matches
3.)   points scored over the three matches
d)            The higher placed team will gain home advantage in the semi-finals.
e)            Third and Fourth placed teams in each division will play-off in a plate competition.
f)             In age groups which only contain one league, the top four teams will enter the play-off stages. The top placed team will play the fourth placed, and second placed will play the third. Again, the highest placed team will gain home advantage in the semi-final stage.
g)            The winners of each play-off match will contest the County Final, week beginning March 14th 2016.

3)            Match Rules: You can down load the full FIBA rules and interpretation at www.fiba.com
Key rules are summarised as follows;
            a)         Every team should aim to supply one referee and a coach at each match

*          b)         Matches are of 4 10-minute quarters, stop clock duration in all age
categories.

            c)         Unless alteration of the tip off time is arranged by both schools then the time should be 4.30 pm.

*          d)         The time allowances have changed:           8 seconds in the backcourt;
                                                                          24 seconds on the shot clock.

*          e)         Each Team is allowed five time-outs per game, two in the first half and three in the second. There is no longer   a restriction upon which quarter each time-out is taken. Please note that time-outs in the first half do not carry over to the second.

*          f)          Please note that there will now be only one Jump Ball situations during regulation time in any game, which             occurs at the start of the game.

From the initial Jump Ball (starting periods 1) whichever team gains possession, the other will gain possession on the next Jump Ball situation (e.g. held ball) and alternative possessions will follow thereafter for each Jump Ball situation. Possession will be taken out of bounds at the half way line or the free throw line extended, whichever is nearer.

At the start of the second, third and fourth quarters the game will be restarted by the team that should next gain possession.

Extra periods should be started by a Jump Ball, then the above rules apply.

*          g)         24 Second Violation. Please note that if the 24 Second Shot Clock elapses after the player has released the ball, but before the ball completes it’s flight, the following rule now applies:
1)    If the ball goes in the hoop, the score will count;
2)    If the ball hits the ring and misses, then the game will continue;
3)    If the ball misses the ring, then this will be a 24 Second Violation.

*          h)         There will be four Team Fouls allowed per quarter.  From the fifth foul in any quarter, the offended player will be      awarded free throws.

*          i)          Technical Fouls charged to a player will be penalized by the awarding of one shot  followed by possession at half-way.  Technical Fouls charged to a coach or Flagrant Fouls charged to a player will be penalized by the awarding of two shots followed by possession at half-way.

*          j)          It was decided that there should be a maximum of 40 points between sides in any match, and that once the score got to this stage it could be stopped at the wishes of the losing coach.

3)                     A team shall gain 2 league points for a win (including a forfeited win) and 1 league point for a loss. No points are awarded for a forfeited loss.

When claiming a game the opposition (from whom the game is being claimed) and the competition Secretary must be informed.

Please note that the AGM of 1991 voted for a proposal that 'conceding games may lead to the            expulsion of that team the following season'.

4)                     Results for all competitions should be sent, faxed, e-mailed or telephoned to the relevant Secretary at the end of each half-term.

5)                     Attendance at the AGM is mandatory if you wish to enter County Competitions during the 2015–2016 season.

6)                     Please also note that the AGM of 2002 voted that if a home team postpones a fixture, the away team has the right to request that the venue is reversed for the rearranged game. I suggest that when colleagues are postponing a home fixture, that they offer to travel away for the rearranged fixture to avoid dispute or ill feeling.

THE 2016 AGM WILL TAKE PLACE ON MONDAY 16th May 2016 4.30pm start, St Columbas College.

The finals will begin in the week of March 14th 2016.
